The Stages of Developing a Composting Facility

Building a composting facility is a sequence of stages, each with its own decisions, deliverables, and risks. Knowing which stage you're in tells you what work comes next and what kind of help you actually need. Below are the five phases a facility moves through, from a first idea to a running operation, plus the phase existing operators re-enter when they want to get more out of a site they already have.

For a new build, Phases 1 through 4 run in order. Phase 5 is different, it's a re-entry point for facilities that are already operating.

1. Planning & Feasibility

This is the go/no-go work — everything needed to decide whether to commit real money. It starts conceptually (rough sizing, order-of-magnitude costs, fatal-flaw screening) and, once a site is in play, sharpens into a site-specific feasibility study: refined costs, a permitting pathway, and market analysis. Pre-feasibility can happen before a site even exists, working from rough business numbers; feasibility is when you have a site and it's what gets you to a serious investment decision.

2. Design & Permitting

Design moves from a rough concept (roughly 10–30% — site layout, process flow, equipment selection) through to final construction documents and stamped drawings. Permitting runs alongside it, and this is where composting projects surprise people: there is no standard set of composting rules or approval timelines across jurisdictions, so the permitting path has to be worked deliberately and early rather than assumed. This phase ends with a permitted, buildable project.

There are a lot of decisions here and sometimes many permits and approvals and simultaneous timelines that have to be managed.

Not every operation needs stamped drawings. Depending on scale, feedstocks, and how a jurisdiction tiers its rules, some facilities are exempt from submitting a permit-level engineering set — and if that's you, it's tempting to skip design altogether. Don't. A design package sized to your project, even a lighter one than a full permit set, is one of the best investments you can make for your own sake. It's what turns a vague plan into a real site layout, and that layout drives everything downstream: how material and equipment move across the pad, your internal operations plan, what your staff get trained on, and, if there's any construction involved (pads or buildings), it's what your contractor actually builds from.

The level of detail can scale to the project; an exempt operation rarely needs the same depth as a required permit drawing set. But doing the design work is simply good practice. It's how you avoid handing a contractor guesswork, and it's how an owner ends up getting what they actually envision.

3. Construction & Commissioning

With a permitted design in hand, the project can be built: procurement (selecting equipment and contractors), construction (site work, civil, mechanical, electrical), and commissioning (equipment testing, process startup, and the inevitable troubleshooting). The goal of this phase is simple to say and hard to do: a facility that operates as intended and that follows the design drawings with proper modifications. Independent technical eyes during construction and startup are worth a lot here, because problems caught during construction or at commissioning are far cheaper than problems found after the first set of batches are done.

4. Operations & Training

A built facility still has to be run well. This phase covers startup staff training and the ongoing operational support that follows — getting the people on the pad and in the office confident in the process so quality is consistent batch after batch. This requires a focused engagement at startup and then an ongoing relationship focused on the operators.

5. Optimization & Expansion

This phase is for facilities that are already operating. Rather than a linear next step, it's a re-entry point: assessing a running operation for throughput gains, fixing process problems, and planning conceptual expansions. The client here is different — someone already operating a site — and so is the work, which tends to be recurring and relationship-based rather than a one-time capital-project march.
